Zoning Amendment Bylaw No. 1315, 2022 – 825 Campbell Street

Council gave a first and second reading of the zoning amendment bylaw related to the addition of the Campbell Street Neighbourhood Comprehensive Development Zone (CSN). Staff were authorized to schedule a Public Hearing.

Temporary-Use Permit – 1141 Pacific Rim Highway

Council approved a renewal of the temporary-use permit for 1141 Pacific Rim Highway for another three years to permit the operation of a 32-site residential campground.

Development Variance Permit – 270 Campbell Street

Council approved a development variance permit that reduced the required side yard setback for the construction of a deck.

Development Variance Permit – 1232 Lynn Road

Council denied a development variance permit reducing the required yard setbacks for the construction of a caretaker cottage.

Development Permit – 200 Campbell Street

Council approved the issue of Development Permit No.09-22 for Templar Plan and directed staff to draft a development agreement for further Council consideration.

Today Mayor Helps issued the following statement on the overdose public health emergency:

“Victoria City Council has repeatedly called for action on the toxic drug poisoning crisis that is happening in our city and province. We’ve urged both the federal and provincial governments to create more treatment beds, implement safe supply and decriminalize small amounts of drugs for personal use. These actions reduce stigma and they save lives.

“Since the declaration of a public health emergency on April 14, 2016, more than 9,400 people in the province have died, with the majority of deaths taking place in three B.C. cities, including Victoria. Each of these deaths is one more person who will never have a chance for recovery. It’s one more family member lost, with mourning relatives left behind.

“These are preventable deaths. Our health care system fully vaccinated over 90 per cent of British Columbians against COVID-19 in just over a year. We know there is capacity for action. This same level of commitment and action is required to get safe prescription supply into the hands of those who need it, so that a substance use disorder is treated like a medical issue, rather than a criminal issue.

“The supply of illicit drugs in Canada has become so toxic – so poisoned and tainted with fentanyl – that we cannot hope to address the escalating death toll without providing access to a safe, medically-regulated drug supply. This will save lives.

“Today we are six years into an ‘emergency’. In year seven, all levels of government and our health care system must act to address this emergency. We call on the federal government to support our provincial government’s request for an exemption from Health Canada under Section 56(1) of the Controlled Drugs and Substances Act, to help us meet substance use with the public health approach it deserves. We also call on the federal government to adopt federal Bill C-216. We must get to a point as a society where no one loses their life to a toxic drug supply, and we must get there soon.”

OPERATIONAL UPDATES

Capital and Operating Projects to delay or cancel

Council received a report from the Finance department outlining projects within the 2022-2031 Financial Plan that could be deferred or cancelled. Council directed staff to amend the 2022-2031 Financial Plan to defer the projects and amounts and to amend the 2022-2031 Financial Plan in alignment with the project deferrals/cancellations.

Council reinstates user fees and charges suspended as a COVID-19 relief measure

Council adopted the User Fees and Charges and Miscellaneous Fees and Charges amendment bylaws to reinstate user fees and charges (late payment penalties on metered water and sewer fees,) that were suspended for 2020 and 2021 as a COVID-19 relief measure. At the outset of the COVID-19 pandemic, Council waived non-sufficient funds fees for returned payments made to the City, as well as late payment penalties on metered water and sewer fees, to address pandemic-related economic uncertainties.

Fire Services Amendment Bylaw No. 3831 and Ticketing for Bylaw Offences Amendment Bylaw No. 3832 to support and enforce compliance with BC Fire Code requirements (Fire Department).

Council gave first, second and third readings to a Fire Services Amendment bylaw to eliminate any ambiguity regarding the intent of the bylaw, and to enhance the fire department’s ability to support and enforce compliance with BC Fire Code requirements.

DEVELOPMENT AND LAND USE UPDATE

Council gives third reading to development application for 1940 Nunns Road

Council gave third reading to allow rezoning at 1940 Nunns Road, with the condition that prior to the bylaw being adopted, the owner ensure that a sidewalk is constructed along the east side of Nunns Road from 1940 to 1921 Nunns Road, and that the western portion of the adjacent lane be constructed to its full width. The application received first and second reading on February 14 and the public hearing was held March 14.

Council gives first and second reading to allow three duplexes at 1266 Island Hwy South

Council gave first and second reading to a Zoning Bylaw Amendment to rezone the property at 1266 South Island Highway to Residential Multiple Two (RM-2) to permit 3 duplexes (6 units). The proposal is consistent with the Sustainable Official Community Plan (SOCP) land use designation of Waterfront and meets the purpose and intent of the RM-2 zone. Council gave 1st and 2nd reading to the bylaw amendment and waived the public hearing.

Council approves major development application at 4277 & 4305 Middle Point Road

Council approved a major development application for a new industrial building and ancillary office for the purposes of a heavy equipment repair service operation, and directed that a covenant be registered prior to the building permit be issued, securing eight parking stalls on 4305 Middle Point Drive.

Council gives first and second reading for a major development application at 387 Arizona

Council authorized a Major Development Permit application) to enable the construction of 47 residential units (duplexes and single-family dwellings).

Recommendations on the proposed downtown and social service zoning amendments (See Item 11.5)

Council received the Community Health and Public Safety Advisory Committee’s April 6, 2022, report and recommendations regarding proposed downtown and social service zoning amendments and the establishment of a complex care facility in Campbell River.

COMMUNITY SUPPORT

UBCM Strengthening Communities’ Services Grant – second round

Council supported the Strathcona Regional District second-round funding application to the UBCM Strengthening Communities’ Services funding program, on behalf of the region. In 2021, $100 million in Safe Restart funding was allocated to the UBCM Strengthening Communities Services Grant to support unsheltered homeless populations and address related community impacts. Approximately $80 million was distributed in the 2021 application intake; of which approximately $1M went to the Strathcona Region for 13 programs and projects. The second intake of applications will distribute the remaining $20 million. Under this year’s guidelines, the Strathcona Region could garner up to $312,000 (25% of last year’s limit).

RECREATION AND CULTURE

Update on relocation of Minor Baseball to Willow Point Park for the 2022 season

After requesting some additional information from staff, Council deferred their approval of the additional $174,000 budget increase for the temporary lighting modifications for Minor Baseball’s relocation to Willow Point Park until the April 25 Council meeting, and directed that an additional amount of $323,000 be referred to 2023-2032 financial plan deliberations to complete the full lighting system at Willow Point Park.

CORRESPONDENCE

Copy of correspondence from the BC Chamber of Commerce Council received a copy of correspondence from Fiona Famulak, President and CEO, BC Chamber of Commerce, to the Honourable Joyce Murray, Minister of Fisheries, Oceans and the Canadian Coast Guard regarding salmon aquaculture industry licences and tenures.
District of North Cowichan requesting the donation of old/obsolete fire equipment to the Ukraine for their use. Council received an email from Mayor Al Siebring, District of North Cowichan, requesting the donation of old/obsolete fire equipment to the Ukraine for their use. This item was forwarded to the Fire Chief for consideration.

Submissions are now being accepted for the $5,000 City of Victoria Butler Book Prize and the $5,000 City of Victoria Children’s Book Prize.

The City of Victoria Butler Book Prize is awarded to a local author for the best book of fiction, literary non-fiction or poetry published in the preceding year. Established in 2004, this prize is a partnership between the City of Victoria and Brian Butler of Butler Brothers Supplies.

The City of Victoria Children’s Book Prize is awarded to an author or illustrator of literature for children or youth. It was established in 2008 by the late Mel Bolen and has been sponsored by the City of Victoria since 2020.

For the 2022 prizes, books submitted must have been published between April 1, 2021, and March 31, 2022, and must not have been submitted previously and must be a new work, not a reissue or a revision of a previous work. Deadline for submissions is Friday, May 20, 2022.

Recent Victoria Butler Book Prize winners include: Briony Penn with the late Cecil Paul, Lorna Crozier, Kathy Page, Bill Gaston, Yasuko Thanh, and Pauline Holdstock. Recent Victoria Children’s Book Prize winners include: Leslie Gentile, Mark Leiren-Yount, Aidan Cassie, Monique Gray-Smith, Margriet Ruurs and Dawn Green.

The Victoria Book Prize Society is a volunteer-run organization that establishes the policy and criteria for the prizes, appoints the juries and administers the competitions. Two independent juries composed of representatives from the literary arts community review and assess the submissions.

The Victoria Book Prize Society would like to thank and acknowledge the following organizations for their support: the City of Victoria, Brian Butler of Butler Brothers Supplies, the Union Club of British Columbia, the Magnolia Hotel and Spa, Chateau Victoria, the Inn at Laurel Point, Friesens Corporation, CBC Radio, Island Blue Print Co. and the Greater Victoria Public Library.

City of Victoria residents can drop off their garden waste, year-round at the Public Works Yard at 417 Garbally Road, Saturdays from 7 a.m. – 2 p.m. The garden waste drop-off will be open on Saturday, April 16. Please bring a City of Victoria utility bill or a driver’s licence which shows residence at a property that has Kitchen Scraps and Garbage service. This service is not for commercial use. Parking downtown at City parkades and at on-street meters will be free Friday, April 15 and Monday, April 18 for Easter. Whistler Newsletter: Council adopts amended employee rental housing policy Apr 12, 2022

At the April 5, 2022 meeting, Council adopted amendments to Council Policy K-01: Employee Rental Housing. The policy establishes eligibility criteria for applicants and rental rates for the Resort Municipality of Whistler’s Rental Employee Housing Program.

Previous to the amendment, income and asset maximums were used to determine a rental rate via the Rental Category Framework, which included six income and asset levels for each bedroom category.

While the framework intended to allow for adaptability based on a household’s ability to pay, the structure was challenging to administer and created uncertainty for program applicants.

“Since the implementation of the Employee Housing Rental Policy, we have focused on continual learning and ongoing improvements to the program,” said Mayor Jack Crompton. “This important amendment gives WHA tenants ongoing certainty and security in their housing and rental rates.”

Amendments adopted on April 5, 2022 include:

The Rental Category Framework will be replaced with a ‘rent geared to income’ calculation tied to 30% of gross household income, subject to minimum and maximum rental rates; and
A market housing ownership restriction in place of net asset limits.

The WHA will adopt the new RGI model and market housing asset testing for all new rental tenancies. Transitioning to the RGI framework for existing WHA tenancies will be optional and require a new tenancy agreement. The WHA will prioritize and facilitate tenants who will see an improvement in housing affordability resulting from these new amendments

About Council Policy K-01: Employee Rental Housing

Council Policy K-01: Employee Rental Housing (Policy K-01) was adopted by Council on July 23, 2019. Policy K-01 is an outcome of the 2017 recommendations of the Mayor’s Task Force on Resident Housing (MTFR), which was established to comprehensively address Whistler’s critical needs for affordable employee housing.

Policy K-01 applies to employee rental housing properties owned by the Resort Municipality of Whistler (RMOW). Policy K-01 provides Council direction for the management and administration of these properties, which is the responsibility of the Whistler Housing Authority Ltd. (WHA). This responsibility includes ensuring compliance with renter eligibility requirements and the rental of housing units at rental rates as established by Policy K-01. There are currently 327 rental housing units that are owned by the RMOW, to which Policy K-01 applies.

Victoria Crompton and Diana Joy were announced as the winners of the 2022 Poet’s Pause competition at the April 5 Council meeting. The poems were read by Mayor Jack Crompton.

Victoria Crompton’s “Seppo” was selected for the theme Listening.

Diana Joy’s “Someone” was selected for the theme Togetherness.

The two winning poems will be displayed at the Poet’s Pause sculpture sites in Alta Lake Park over the upcoming year. “Someone” will be displayed alongside the giant Adirondack chairs titled Lakeside Couple at the south end of the park, and “Seppo” will be displayed with the large metal chimes titled Lost in Sound at the north end. The winners also receive a prize of $200 each.

This year marks the tenth annual Poet’s Pause poetry competition. In February and March each year the Resort Municipality of Whistler invites the public to submit original, unpublished poems for the themes of Togetherness and Listening. The program is part of a public art concept created by the late Joan Baron, an artist who developed the two Alta Lake Park sculpture sites with the intention of inspiring creativity.

This year’s competition received 31 poems from 16 poets residing in Whistler, the Sea to Sky corridor, the Lower Mainland and beyond. The jury selected the winning poems through an anonymous judging process, and the winning names were submitted the month before the Council meeting.

Squamish Newsletter: Humane Solutions new wildlife group Apr 08, 2022

The District of Squamish has secured wildlife coordination experts Humane Solutions to provide wildlife services for Squamish, including wildlife education and community engagement with a focus on reducing human-wildlife conflicts. The Humane Solutions team will work closely with both the District and the B.C. Conservation Officer Service to identify wildlife hotspots, coordinate public communication and support, and implement the District’s Bear Smart initiatives across the community.

“Because of our location, Squamish’s relationship with wildlife is a delicate one that requires our ongoing attention and stewardship,” says District of Squamish Mayor Karen Elliott. “We want wildlife to stay wild, so it is imperative that we all do our part. Humane Solutions will take up the critical role to educate residents in order to mitigate and limit wildlife interactions. Our goals are twofold – to safely co-exist with wildlife whether out on the trails or within our neighbourhoods, and to protect the species that live here.”

Squamish ranks among the top 10 communities in B.C. for black bear reports to the Conservation Officer Service. Unsecured wildlife attractants continue to be the leading cause of bear conflict in the community. These predominantly include garbage, organics and fruit trees. Although the District’s wildlife attractant management bylaw is an important element, education continues to be a key component of the District’s efforts to reduce human-wildlife conflicts.

“Education, innovation and collaboration are critical to mitigating human-wildlife conflict and our team is committed to maintaining industry best practices while also focusing on sustainability and welfare,” says Humane Solutions Chief Operating Officer Emma Harris. “We look forward to engaging with residents and stakeholders across the community of Squamish.”

Humane Solutions will complement their coordination and education efforts through their services to Squamish which include:

Preparation and maintenance of a bear hazard assessment of the community and a human-bear conflict management plan;
Implementation of a continuing education program directed at all sectors of the community, consistent with the Bear Smart program and wildlife attractant bylaw.
Assistance with the development and maintenance of a bear-proof waste management system.
Coordination of communication strategies for wildlife conflict prevention and known conflict hotspots.

Short-term efforts will focus on bear awareness and education while maintaining the District’s Bear Smart status, while long-term efforts will focus on developing human-wildlife conflict and co-existence strategies. The team is expected to begin educational outreach with elementary schools on living with wildlife before the end of this school year.

Reduction in tote damage from wildlife

In an effort to resolve Squamish’s ongoing issue with unsecured wildlife attractants, curbside collection schedules for garbage and organics were adjusted in spring 2021 to mitigate bear access. This effort contributed to a significant decrease in tote repairs due to damage caused by wildlife.

“It continues to be our collective responsibility to encourage bears to pass through our neighbourhoods, which they will do if they cannot obtain food rewards in our yards and on our streets,” continues Elliott. “I am optimistic that we can significantly move the dial on resident education this summer to achieve this important goal.”

As bear sightings have already begun for 2022, there are four simple rules to follow:

Keep totes locked and stored away. Bears are biologically driven to seek food, and many totes have been damaged as a result. Store totes inside a shed or garage if possible. If your tote or lock has been broken or damaged by wildlife, contact GFL for a free repair at 604.892.5604 or squamishtotes@gflenv.com;
Ensure a bear feels unwelcome if you encounter a bear on your property. From a safe area shout, yell, clap your hands or use an air horn to encourage the bear to move on. Having a neighbourhood bear is not a good thing.
Reduce odours by freezing odorous food scraps and rinsing all recycling before putting them in the tote.
Keep bird feeders containing bird feed, suet or nectar suspended on a cable or other device in such a manner that it is inaccessible to wildlife, other than birds; and the area below any bird feeding devices or activity is kept free of accumulations of seeds and similar wildlife attractants.
Remove attractants on your property, including fruit from trees. Please harvest fruit and allow it to ripen indoors, prune trees to a manageable size and consider a temporary, portable electric fence to protect your harvest.

The Campbell River Fire Department continues to grow partnership opportunities that benefit our community, the region, and the province. Through developing positive relationships across the province with various stakeholders and working closely with our local First Nation communities, Campbell River was selected as the 2022 Vancouver Island host community for enhanced wildfire training.

The training, called the Engine Boss course, is a two-day intensive training program including one day of online theory and one day of practical field exercises, with all costs covered by the Province. This program meets the Office of the Fire Commissioner training standards and BC Wildfire training requirements specific to Urban Interface (WUI) deployments under the Provincial Inter Agency Agreement (IAA). Topics include position overview, pre-deployment responsibilities, pre-dispatch preparation, incident responsibilities, administration and reporting, supervision, response assignments, tactics and safety, and demobilization.

Fire Chief Thomas Doherty says, “we are excited to be selected as the Vancouver Island host for this important training that will benefit our community, our First Nation partners and the Region, and are pleased that an estimated 60 firefighters and close to 20 fire apparatus will visit our community on April 9, to participate.”

The City of Campbell River Fire Department together with Oyster River Fire Department, BC Wildfire, Office of the Fire Commissioner, and the We Wai Kai First Nation have been working together on the logistics of the course to include practical exercises in some of the community’s medium to high-risk interface neighbourhoods. The main staging location for the course is at the BC Wildfire Quinsam Base on Nursery Rd in Campbell River.

This opportunity comes on the heels of a recent UBCM Grant approval for FireSmart initiatives, received by the City and We Wai Kai First Nation.

Province to further ease COVID-19 restrictions

Effective Friday, April 8, 2022, the Resort Municipality of Whistler (RMOW) employees, contractors and volunteers will no longer be required to have COVID-19 vaccinations as a condition of their employment. Restrictions will be removed for employees on unpaid leave and those individuals may return to work as of Monday, April 11.

In consideration of current public health guidance, Council approved a recommendation to rescind the COVID-19 vaccination policy at the Closed Council meeting on April 5, 2022.

The requirement for COVID-19 vaccination remains for federal government employees including RMOW employees and contractors working within the R.C.M.P. detachment.

“While COVID-19 is still with us, the high levels of vaccination in our workplace and community have allowed us to move forward in how we manage health and safety risks within the workplace,” said Mayor Jack Crompton. “We are seeing the Province and other agencies move away from mandated requirements of the BC Vaccine Card and COVID-19 Safety Plans. We must all manage our own individual health and respect that people’s comfort levels may differ from our own”.

The RMOW reminds the public that while transmission is low within Whistler, it’s important to continue using our COVID-19 safety measures:

Get vaccinated, and if eligible, schedule a booster;
Monitor symptoms, and stay home when unwell;
Maintain good hand hygiene; and
Wear a mask if you choose.

Upcoming changes to Provincial COVID-19 restrictions
The Province is moving ahead with its previously announced plans to further ease COVID-19 restrictions. The following changes will take effect at 12:01 a.m. on April 8, 2022:

The BC Vaccine Card proof of vaccination is no longer required to access non-essential events, services and businesses.
Businesses will no longer need a COVID-19 safety plan and will transition back to communicable disease plans.
Proof of vaccination will no longer be required for post-secondary student housing

Individual businesses and event organizers can choose to continue to require proof of vaccination and/or masks for entry. Please be respectful of businesses and individuals that choose to continue to do so.

In addition to the easing of restrictions, the Province announced a spring booster campaign program for seniors in long-term care and assisted living facilities. Community-dwelling seniors over the age of 70 and Indigenous people over the age of 55 will also begin receiving invitations for a spring booster dose.

Meadow Park Sports Centre proof of vaccination no longer required

Starting Friday, April 8, the RMOW is excited to welcome all users back to Meadow Park Sports Centre (MPSC). Proof of vaccination will no longer be required to access MPSC for all activities. Proof of vaccination was a requirement under the Province of B.C.’s Public Health Order. For the latest updates and changes to operations, visit Whistler.ca/MPSC.

BC Housing Society has announced the Westwinds seniors housing development in Squamish is now open, providing 232 affordable rental homes for low-income seniors.

Located at 38275 Third Ave., the five-storey building features a mix of one-bedroom and one- bedroom-plus-den units. Eight of the units are wheelchair accessible. Residents will have access to a range of amenities, including a fitness area, multi-purpose common areas and storage space for personal items, bicycles and scooters.

The project is the result of a partnership between the Province, through BC Housing, the Government of Canada, through Canada Mortgage and Housing Corporation (CMHC), the District of Squamish, Squamish Senior Living Society and Polygon Homes.

Squamish Senior Living Society will operate the new homes. Monthly rents will range between $767 and $990, depending on tenant income.

Residents will begin moving in on April 8, 2022.

Victoria is joining coastal communities throughout British Columbia to raise awareness of the importance of understanding tsunami risks during Tsunami Preparedness Week, April 10 – 16.

Residents are encouraged to take part in the virtual High Ground Hike contest, coordinated by PreparedBC and co-hosted by the City of Victoria. It is easy to participate – simply take a picture of yourself in the tsunami safe zone during Tsunami Preparedness Week, post it to Twitter or Facebook, tag @PreparedBC, and add the hashtag #HighGroundSelfie22 to enter the contest – you will be entered to win one of 47 prizes from PreparedBC. You can win even more prizes from the City of Victoria when you include the hashtag #VictoriaHGH in your post.

“We’re very pleased to be part of this event,” said Mayor Lisa Helps. “We live in a seismically active area and need to be prepared by knowing where our tsunami safe zones are. Luckily, Victoria is quite protected from even the worst tsunamis, so for many residents, you can stay where you are and not be at risk.”

There are many different scenarios that could cause a tsunami in our region. That is why it is important to know locations of tsunami hazard areas and where the nearest tsunami safe zone is closest to your home, workplace, and school. The good news is that in Victoria, most areas of the city are in the tsunami safe zone or it is a short distance away and easy to get to on foot or by bike.

If you are in a tsunami hazard zone and feel an earthquake that makes it difficult to stand for 60 seconds or more, drop, cover, and hold on, count to 60 once all shaking has stopped, and then move to higher ground or inland immediately. Do not wait for an official tsunami warning.

The City of Victoria recently updated our Tsunami Hazard Zone Map to reflect regional tsunami modelling updated in 2021 as part of the CRD’s Coastal Flood Inundation Mapping Project. This modelling reflects 11 different earthquake scenarios that may cause a tsunami in our region.

The City of Campbell River is celebrating April 10 to 16 as National Public Safety Telecommunicators Week by honouring 9-1-1 operators and dispatchers from police, fire and medical services for their commitment to public safety.

“Public Safety Telecommunicators play a vital role in public safety, serving as the “first” first responders. They are an indispensable part of our emergency services team,” says Assistant Chief Stephanie Bremer. “City of Campbell River Fire Department dispatchers are recognized for their expertise and professionalism, demonstrated through their service to 80 fire departments located here on the coast and in the Peace River region of the province.”

Campbell River provides fire dispatch services to eight regional districts (80 fire departments) under contract with the North Island 9-1-1 Corporation. The fire dispatch centre, located in the No. 1 Fire Hall downtown, handled more than 25,000 incidents last year. The centre is staffed 24 hours a day with two professional public safety telecommunicators, serving an estimated 310,000 residents living across more than 180,000 square kilometres from central to northern Vancouver Island, across Powell River and the Peace River Region.

“In Campbell River, the efforts of our dispatchers are complemented by a team of career and paid-on-call firefighters. Their dedication is a hallmark of our community’s commitment to public safety,” Bremer adds.

Every year, the Association of Public-Safety Communications Officials (APCO) International sponsors National Public Safety Telecommunicators Week to honour the thousands of people who take calls and dispatch emergency professionals and equipment to people worldwide.

Accidental 9-1-1 calls and non-emergency calls to 9-1-1 divert resources from genuine emergencies and put people’s lives at risk. The Campbell River Fire Department extends a reminder about these guidelines to prevent accidental calls to 9-1-1:

• Don’t hang up when calling 9-1-1. If you called by mistake, let the operator know

• Protect your cell phone by locking and storing it carefully

• Don’t program 9-1-1 into any telephone

• Never give phones to children to play with
9-1-1 is for police, fire and medical emergencies only. Non-emergency calls should be directed to non-emergency phone numbers.

2022 upgrades support the District’s master plans to maintain assets and keep up with community growth

The District of Squamish has committed to investing $50M in 2022 as guided by its master plans, to support the renewal of critical infrastructure and facilities, and the implementation of active transportation, and local climate action plans. District capital projects are funded each year by internal and external sources such as general taxation, utility fees, development cost charges, provisions, reserves, grants and debenture borrowing. In 2022, only $1.5M of capital projects will be funded from general taxation (property taxes). The District’s annual total capital budget over the last three years has averaged $41M per year to keep up with asset management and community growth.

“The District’s investment into the development of master plans over the last decade has positioned us well to prioritize capital spending to meet the needs of our community today and tomorrow,” says District of Squamish Mayor Karen Elliott. “Our 10-year capital plan combined with the master plans also enables us to keep our DCC bylaw up-to-date and achieve significant success in receiving provincial and federal grants, because we have clear priorities and shovel-ready plans.”

Flood Protection

Flood protection upgrades, storm system repairs and replacements are some of the critical infrastructure in focus this year. The flood protection upgrades include a $13.7M investment in the 20km+ dike system which includes the Xwu’nekw Park Sea Dike, Jimmy Jimmy (Judd) Slough Culvert Replacement and dike planning and design in the Siyich’em Reserve/Eagle Viewing Area. Planning and pre-emptive investments into flood protection not only enhance community safety, climate change resiliency and economic stability but also mitigate economic loss as a result of reduced flood damages over time.

Water and Wastewater Infrastructure

Water and wastewater infrastructure will also receive significant investments with $5.5M allocated to water infrastructure including water system repair and replacement and a new water reservoir, and $13M in upgrades to wastewater lift stations and a significant upgrade to the Wastewater Treatment Plant (WWTP). The $10M WWTP project is being funded entirely by Development Cost Charges and Reserves (more information will be available on this project in the coming weeks).

Active Transportation

The District’s Active Transportation improvements will see a $2.4M investment over the next two years in order to continue the efforts of building an intricate network of safe and practical cycling and walking routes throughout Squamish to help increase use, reduce traffic volume and greenhouse gas production, and improve community health. The planned network will contribute significantly to the Community Climate Action Plan’s Big Move 2, to help residents shift beyond the car, and encourage walking and cycling within and between Squamish neighbourhoods and commercial areas in the coming years.

Facilities

The plan to upgrade facilities is also being actioned in 2022 with the Tantalus Road Fire Hall next to be replaced with $6M being invested this year. Construction will begin once the Valleycliffe Fire Hall construction is complete, expected by summer. The fire halls are the first two of three critical facilities required to be replaced with the third one being the Public Works Facility.

Work has already begun on some of the season’s capital projects and construction is expected to continue through the year. Additional information will be provided as needed when impacts to residents are present. The community is invited to the Mayor’s Drop-In with members of Council and District of Squamish staff on Wednesday, April 13 from 12 to 1 p.m. at Municipal Hall to learn more about the master planning process, how capital plans are prioritized and funded, as well as major capital projects planned for 2022 including facilities upgrades and the Wastewater Treatment Plant project. On Saturday, April 23, the Resort Municipality of Whistler (RMOW) will be hosting PITCH-IN Day for its 32nd year. The event has been scheduled to align with Earth Day weekend.

Organized annually by the RMOW Roads department, PITCH-IN Day sees hundreds of volunteers, including community groups and local sports associations, gather to clear litter from Emerald to Function Junction neighbourhoods.

“The Roads department is proud to be supporting this initiative for the 33rd year,” said Tim Brooksbank, RMOW Roads Supervisor. “This is our opportunity to meet our community and work alongside them to beautify our neighbourhoods.”

Volunteers and community groups can pick up garbage and recycling bags, vests and supplies between 8 a.m. and 9 a.m. at the Public Works Yard located at 8020 Nesters Road. Throughout the morning, the Roads Department will be visiting each neighbourhood to collect the full bags and to provide snacks and water to volunteers.

Following the PITCH-IN event, Whistler Fire Rescue invites PITCH-IN volunteers to a free BBQ at Fire Hall No. 1, located at 4400 Village Gate Boulevard, between noon and 2 p.m. Donations for the BBQ have generously been donated by Nesters Market, Independent, the Whistler Grocery Store and Fresh Street Market.

“Volunteering for PITCH-IN Day is an impactful way to celebrate Earth Day and to show our pride and care for Whistler, our climate, and the natural environment,” said Mayor Jack Crompton. “It’s incredible to see the large impact we make together on PITCH-IN Day. Not only are our neighbourhoods cleaner, but we have also diverted harmful waste from our sensitive habitats. All that and it’s lots of fun! I look forward to joining the community in the clean-up on April 23.”

PITCH-IN Day Schedule, April 23, 2022

8 a.m. to 9 a.m. – community groups and volunteers arrive at the Public Works Yard (8020 Nesters Road) to collect bags, vests and supplies.
9 a.m. to 12 p.m. – community groups and volunteers pitch in and clean up neighbourhoods. Volunteers are asked to place groups of collected waste along the roadside where the RMOW Road’s crew can easily see and collect them.
12 p.m. to 2 p.m. – Whistler Fire Rescue Service hosts BBQ at the Fire Hall (4315 Blackcomb Way).
End of event: The PITCH-In WEIGH-In! The collected waste will be transported to the Callaghan to be sorted and weighed.

VANCOUVER, BRITISH COLUMBIA (April 6, 2022) – Retired judge Brian Neal, Q.C., has decided VPD officers committed professional misconduct by recklessly arresting and handcuffing Maxwell Johnson and his 12-year-old granddaughter on December 20, 2019, while the two were trying to open a bank account for her at the Bank of Montreal.

Mr. Johnson and his granddaughter – members of the Heiltsuk First Nation – filed a complaint with the Office of the Police Complaint Commissioner and the BC Human Rights Tribunal. They also filed a complaint with the Canadian Human Rights Tribunal against the Bank of Montreal, which called the police.

On March 18, 2022, retired judge Brian Neal, Q.C., acting as a Discipline Authority for the Office of the Police Commissioner, decided the officers had committed professional misconduct by recklessly arresting and handcuffing Mr. Johnson and his granddaughter. He found that the granddaughter and grandfather presented no risk to the safety of any person and provided no concern for flight or unpredictability.

Neal also found that the officers acted recklessly and without any reflection, assumed fraud without sufficient information, did not take time to exercise judgment to assess if anyone was at risk, and assumed that handcuffing was appropriate without good and sufficient cause.

“I have found that the officers’ actions in arresting and handcuffing the parties was undertaken without reasonable and probable grounds. I have found that no reasonable police officer standing in the shoes of the two officers could support such actions based on suspicion alone. Furthermore, I have found that such actions demonstrated serious, blameworthy conduct contrary to section 77 of the Police Act,” wrote Neal in his decision.

The tribunal ordered the officers be suspended for several days, that they complete intensive, immersive Indigenous cultural sensitivity training, and that they complete re-training on de-escalation skills, risk assessment, and power of arrest. The tribunal also ordered the officers to provide a written apology and offer to meet to listen to concerns and give an oral apology.

“We are inviting the officers to travel to Bella Bella to take part in an apology ceremony with Max, his granddaughter, and our community,” said Marilyn Slett, elected Chief of the Heiltsuk Nation. “This story has become a symbol of the fight against systemic racism, and we are committed to working with the officers to make broader change and ensure this never happens again.”

The decision does not decide the two outstanding human rights complaints against the VPD and the Bank of Montreal, and the officers have not yet admitted discrimination. But the decision contradicts the original position taken by VPD Chief Constable Adam Palmer that the officers engaged in “standard operating procedure.” The tribunal noted in particular that handcuffing Max’s granddaughter was inexcusable, and that the conduct confirmed concerns about police actions involving Indigenous people.
