The City of Armstrong, Township of Spallumcheen, Armstrong Spallumcheen Parks and Recreation Commission and the Armstrong Branch of the Royal Canadian Legion are pleased to join together to host a public ceremony in support of Ukraine on Saturday, April 2, 2022 at 11 a.m. in Memorial Park at 3285 Pleasant Valley Road in Armstrong, BC.

Event Agenda:
– City of Armstrong/Township of Spallumcheen Mayors Speeches
– Speech from Ukrainian community spokesperson Andrea Malysh
– Raising of flag & singing of Ukrainian National anthem
– Moment of silence

The Ukrainian flag will replace the Red Ensign for a three-week period from April 2nd until April 23, 2022.

The annual Spring Pruning and Yard Waste Pickup program is set to begin on April 11, 2022, and the City is urging residents to choose sustainable eco-friendly paper bags for the packaging of organic materials such as leaves, needles, clippings and grass instead of the more common single-use plastic bags.

Does this mean plastic bags are no longer being accepted?
No, public works crews will continue to accept see-through plastic bags for the upcoming Spring Pruning and Yard Waste Pickup; however, plastic bags will not be accepted for the Fall Pruning and Yard Waste Pickup in November 2022.

Why is Armstrong encouraging this change?

The City of Armstrong is dedicated to encouraging citizens to adapt to more sustainable and environmentally friendly waste practices.As per Bylaw 1871 Solid Waste Collection, Food Waste and Green Waste must be contained in a compostable bag. Discontinuing the use of plastic and implementing paper yard waste bags aligns with the current municipal solid waste collection service bylaw.The City offers the annual pickup program as an additional service to residents in order to assist the public and limit the number of individuals visiting the Regional District of the North Okanagan’s (RDNO) Diversion and Disposal Facilities. RDNO Diversion and Disposal Facilities does not accept yard waste contained in plastic bags; therefore, public works crews are required to remove each plastic bag prior to disposal of organic materials. The additional step creates inefficiencies for our crew which impacts residents as it raises overall costs for the completion of yard waste disposal.

What are paper yard waste bags? Often comprised of two-layered reinforced kraft paper, these bags are capable of holding all kinds of yard waste and are constructed of materials that is 100 percent compostable.

Where can I purchase paper yard waste bags? These yard waste paper bags are available for purchase at hardware stores or outdoor living centres.

Spring Pruning and Yard Waste Pickup program details include:

No loose material will be picked up.Do not fill bags to the brim. Bags should not spill or overflowMaximum weight of bag is 50 lbs.Bags are to be placed at the curb and away from bundled pruning’sLeaves are not to be raked on to streetPrunings must be tied in bundles with string (no wire of any kind)Bundle size must be manageable and are to be stacked parallel to the street, away from other objects, for ease of pickupMaximum diameter of pruning bundle is 4 inches. Maximum length of pruning = 6 feetNo roots or dirt in the bundlePruning with thorns are to be bundled separately

Materials not meeting the above requirements will not be picked up.

Armstrong Newsletter: Emergency Management Planning 2022

On May 6, 2017, the City of Armstrong declared a state of emergency as low lying areas experienced significant flooding due to heavy rainfall and snow melt. Temporary road closures were in effect in the downtown core and in adjacent neighbourhoods due to flooding on the roadways.

The City of Armstrong is pleased to announce the addition of Emergency Management Planning as an objective in the 2022 Strategic Plan.

The new objective formalizes emergency response initiatives as a Council priority in an effort to strengthen the City’s preparedness, response and recovery in critical situations. The primary considerations for the 2022 Strategic Plan Emergency Management Planning objectives include the establishment of a dedicated Emergency Operations Centre (EOC) in the new City Hall, creation of City Hall Emergency Response and Safety Plans, development of a community Emergency Evacuation plan and the completion of a White Rock Lake wildfire After Action Review. The After Action Review will assist staff and Council with future emergency response planning preparedness and strengthen the City’s Emergency Support Services and EOC operations. The City will be hosting a public-information meeting during Emergency Preparedness week in May.

“An emergency is never planned but we must be as prepared as we can be for any event and this process will ensure that we are ready,” said Mayor of Armstrong Chris Pieper.

“This is a further commitment from Council that shows that they are invested in ensuring that the City is taking steps to mitigate risk, are prepared and responsive to emergencies and are taking steps to pre-invests in recovery needs before incidents occur,” furthered Community Services Manager Warren Smith.

Council reviewed the 2022 Strategic Plan during the Regular Council Meeting on Monday, March 21st. The newly updated Strategic Plan also includes objectives pertaining to affordable housing, economic development, public infrastructure such as roads, sewer, and stormwater, and updating several key planning bylaws, such as the Official Community Plan, Zoning and Building bylaws. The plan guides municipal operations and is used for assessing progress and results for success during Council’s term.

Armstrong Newsletter: Street light project starts Mar 21, 2022

In consultation with the City of Armstrong, B.C. Hydro will be completing a street light replacement program starting March 21, 2022. The program will see more than 200 street lights replaced with energy efficient LEDs.

According to the BC Hydro Power smart program information, these lights will improve public safety by increasing visibility throughout our community while decreasing light pollution.

Report a Streetlight Outage

Street lighting in the City of Armstrong is provided through two separate systems. A City-owned street lighting system where the lights are typically on metal poles and a BC Hydro owned and operated system where the streetlights are typically on wooden or concrete poles. The City of Armstrong coordinates the streetlight maintenance and repair on City-owned streetlights and forwards trouble reports for BC Hydro streetlights to them directly for repair.

Streetlights on Metal Poles

Streetlights on metal poles are typically owned by the City or, in some cases, are private streetlights.

Streetlights on Wooden Poles

Streetlights on wood or concrete poles are owned and maintained by BC Hydro. The City of Armstrong receives trouble reports for these streetlights and forwards them to BC Hydro for their action and repair. When reporting these outages please provide as much detail as possible including the closest street address (if possible).

You can report a street light that is burned out, flickering or fluctuating on and off by calling City Hall at 250-546-3023 or emailing info@cityofarmstrong.bc.ca.

All roads within the City of Armstrong are limited to 70 percent of Legal Axle Loading, except for the following named roads which are excluded:

Armstrong Newsletter: Launches New Updated Website

The City of Armstrong is pleased to announce the launch of a brand-new rebuilt and redesigned website on January 12, 2022.

The new website features user-friendly navigation, modern aesthetic, and a significant content review and rewrite including innovative mobile-phone features, an emergency alert bar, an expanded homepage with news, events calendar, quick access links and beautiful imagery.

Cheeky Monkey Media was contracted to redesign the site and provide ongoing maintenance, website updates and to integrate any future new website/web design practices to continue to meet the community’s needs.

“The website had not been refreshed in many years, so it was time for us to consider how we could improve the experience for everyone. This new website was designed to ensure it was easy for users to navigate and to improve the City’s overall communication to the public,” stated Corporate Officer Nicole Cressman.

“It is important to have a robust website to not only provide information to the public but also to provide another way for the public to communicate with City Council. Staff worked hard on the project, they are excited to provide these opportunities and encourage the public to watch the engagement features to evolve over next couple months,” stated Chief Administrative Officer Dawn Low.

The launch of the new website completes Council’s Strategic Plan objective to improve communications within the City of Armstrong.

Armstrong Newsletter: New City Hall Public Info Session

COVID-19 safety protocols and procedures will be in place during the information session and as such we kindly ask the public to wear masks and practice social distancing. The meeting is open to anyone dropping by; however, to appropriately manage capacity at Odd Fellows Hall the public is asked to RSVP their attendance by emailing info@cityofarmstrong.bc.ca or calling 250-546-3023.

The City of Armstrong is pleased to host a Public Information Session presenting the new city hall building, beginning at approximately 10:30 a.m. on Thursday, January 27th at the Odd Fellows Hall. This session will provide the public with an opportunity to ask questions, view design drawings, and speak with Mayor and Council.

“If you have any questions or are curious about the City Hall Project, we urge residents of Armstrong to come to the Public Information Session at the Odd Fellows Hall, have a coffee, view the design drawings and have your questions answered,” encouraged Chief Administrative Officer Dawn Low.

For those unable to attend the information session in person, the information provided at the public session will also be available on the City of Armstrong’s new website homepage at https://www.cityofarmstrong.bc.ca/

In addition to the Public Information Session a Groundbreaking Ceremony will be held earlier that morning at 10 a.m. This event will be held at the new City Hall location, 3395 Pleasant Valley Rd. As this is an active construction site, the safety of on-site visitors is priority and as such only Councillors, Staff and Media will be permitted to attend this ceremony.

“The existing City Hall originally opened in 1917 and has served our community well for the last century. We are confident that the new building will serve our residents for the next century,” added Mayor Chris Pieper.

The new City Hall will offer an expanded Council Chambers which will accommodate more seating for public attendance, additional office space for employees, better storage for records management as well as an Emergency Operations Center in the lower floor. The exterior of the building will be constructed with durable, sustainable materials with a garden space complete with seating for the public to enjoy.
