The District of Squamish has secured wildlife coordination experts Humane Solutions to provide wildlife services for Squamish, including wildlife education and community engagement with a focus on reducing human-wildlife conflicts. The Humane Solutions team will work closely with both the District and the B.C. Conservation Officer Service to identify wildlife hotspots, coordinate public communication and support, and implement the District’s Bear Smart initiatives across the community.

“Because of our location, Squamish’s relationship with wildlife is a delicate one that requires our ongoing attention and stewardship,” says District of Squamish Mayor Karen Elliott. “We want wildlife to stay wild, so it is imperative that we all do our part. Humane Solutions will take up the critical role to educate residents in order to mitigate and limit wildlife interactions. Our goals are twofold – to safely co-exist with wildlife whether out on the trails or within our neighbourhoods, and to protect the species that live here.”

Squamish ranks among the top 10 communities in B.C. for black bear reports to the Conservation Officer Service. Unsecured wildlife attractants continue to be the leading cause of bear conflict in the community. These predominantly include garbage, organics and fruit trees. Although the District’s wildlife attractant management bylaw is an important element, education continues to be a key component of the District’s efforts to reduce human-wildlife conflicts.

“Education, innovation and collaboration are critical to mitigating human-wildlife conflict and our team is committed to maintaining industry best practices while also focusing on sustainability and welfare,” says Humane Solutions Chief Operating Officer Emma Harris. “We look forward to engaging with residents and stakeholders across the community of Squamish.”

Humane Solutions will complement their coordination and education efforts through their services to Squamish which include:

Preparation and maintenance of a bear hazard assessment of the community and a human-bear conflict management plan;
Implementation of a continuing education program directed at all sectors of the community, consistent with the Bear Smart program and wildlife attractant bylaw.
Assistance with the development and maintenance of a bear-proof waste management system.
Coordination of communication strategies for wildlife conflict prevention and known conflict hotspots.

Short-term efforts will focus on bear awareness and education while maintaining the District’s Bear Smart status, while long-term efforts will focus on developing human-wildlife conflict and co-existence strategies. The team is expected to begin educational outreach with elementary schools on living with wildlife before the end of this school year.

Reduction in tote damage from wildlife

In an effort to resolve Squamish’s ongoing issue with unsecured wildlife attractants, curbside collection schedules for garbage and organics were adjusted in spring 2021 to mitigate bear access. This effort contributed to a significant decrease in tote repairs due to damage caused by wildlife.

“It continues to be our collective responsibility to encourage bears to pass through our neighbourhoods, which they will do if they cannot obtain food rewards in our yards and on our streets,” continues Elliott. “I am optimistic that we can significantly move the dial on resident education this summer to achieve this important goal.”

As bear sightings have already begun for 2022, there are four simple rules to follow:

Keep totes locked and stored away. Bears are biologically driven to seek food, and many totes have been damaged as a result. Store totes inside a shed or garage if possible. If your tote or lock has been broken or damaged by wildlife, contact GFL for a free repair at 604.892.5604 or squamishtotes@gflenv.com;
Ensure a bear feels unwelcome if you encounter a bear on your property. From a safe area shout, yell, clap your hands or use an air horn to encourage the bear to move on. Having a neighbourhood bear is not a good thing.
Reduce odours by freezing odorous food scraps and rinsing all recycling before putting them in the tote.
Keep bird feeders containing bird feed, suet or nectar suspended on a cable or other device in such a manner that it is inaccessible to wildlife, other than birds; and the area below any bird feeding devices or activity is kept free of accumulations of seeds and similar wildlife attractants.
Remove attractants on your property, including fruit from trees. Please harvest fruit and allow it to ripen indoors, prune trees to a manageable size and consider a temporary, portable electric fence to protect your harvest.

Report a concern:

For Wildlife Attractant Bylaw concerns, please contact Bylaw Department at 604.815.5067 or bylaw@squamish.ca.

For wildlife sightings or encounters, please contact the 24/7 Conservation Officer Service hotline at 1.877.952.7277, or if the situation is not urgent, reports can also be made using the online form at: Report All Poachers and Polluters (RAPP) – Environmental Protection & Sustainability Forms (gov.bc.ca) (choose ‘wildlife’).

The District extends its appreciation to everyone who is championing bear smart practices within their neighbourhoods. Every effort makes a difference.

BC Housing Society has announced the Westwinds seniors housing development in Squamish is now open, providing 232 affordable rental homes for low-income seniors.

Located at 38275 Third Ave., the five-storey building features a mix of one-bedroom and one- bedroom-plus-den units. Eight of the units are wheelchair accessible. Residents will have access to a range of amenities, including a fitness area, multi-purpose common areas and storage space for personal items, bicycles and scooters.

The project is the result of a partnership between the Province, through BC Housing, the Government of Canada, through Canada Mortgage and Housing Corporation (CMHC), the District of Squamish, Squamish Senior Living Society and Polygon Homes.

Squamish Senior Living Society will operate the new homes. Monthly rents will range between $767 and $990, depending on tenant income.

Residents will begin moving in on April 8, 2022.

Quotes:

Ahmed Hussen, Federal Minister of Housing and Diversity and Inclusion –

“Seniors are a vital part of the Squamish community and this housing complex is going to help hundreds of low-income seniors gain access to high quality affordable housing. That’s why our government has invested nearly $40.6 million, and the vision of Squamish Senior Living Society has been realized in this new 232-unit building. This is the National Housing Strategy at work.”

Patrick Weiler, MP for West Vancouver-Sunshine Coast-Sea to Sky Country –

“With the Westwind Housing Project opening its doors this week, a total of 232 affordable homes will be created for seniors living on low incomes in Squamish. Westwind will ensure a growing demographic of Squamish residents have access to safe and affordable accommodation in their fast-growing community. Important programming and services will be available within the building to support a high quality of life for all residents. This project shows what can be accomplished when all orders of government, non-profits, and the private sector are committed to work together to deliver affordable housing in our region.”

David Eby, B.C.’s Attorney General and Minister Responsible for Housing –

“With the opening of this building, hundreds of low-income seniors in Squamish will have the security and peace of mind that comes with having an affordable place to call home. We are working with all levels of government, and the non-profit and private sectors, to deliver quality homes for seniors throughout the province so they can live independently in their communities.”

Mable Elmore, B.C.’s Parliamentary Secretary for Seniors’ Services and Long-Term Care –

“This development will make a significant difference for hundreds of seniors in Squamish, who deserve to have a safe and affordable place to live, close to friends and loved ones. We will continue to work with our partners to address the need for seniors’ housing throughout the province.”

Laura Modray, Executive Director, Squamish Senior Living Society –

“Squamish Senior Living Society is pleased to announce the opening of Westwinds. This project has been a unique collaboration between three levels of government, the private sector and the society. We are very grateful to our development partner, Polygon Homes, which has managed to deliver a beautiful and well-constructed building that has surpassed all our expectations. The society looks forward to meeting the housing needs of Seniors in Squamish and the surrounding area for many years to come.”

Karen Elliott, Mayor, District of Squamish –

“The District of Squamish is incredibly pleased to support this project and to now witness the success as our community’s seniors get ready to move in. Housing affordability is one of our most urgent issues and it takes all levels of government, our dedicated non-profits and private developers, to make a difference. Ensuring that safe and affordable housing is available to support residents at all stages of their lives is critical for a healthy community, and this project helps substantially toward this goal. As Squamish works to address housing affordability across the housing continuum, we thank all partners for their collaborative efforts to bring this to reality.”

Neil Chrystal, President and CEO, Polygon Homes –

“Polygon is proud of our involvement in the design and construction of Westwinds. It has been a privilege for our team to work with the Squamish Senior Living Society and all levels of government to build homes that will enrich the lives of the residents. Westwinds is a great example of how public and private partnerships work to fill the needs of the community. We look forward to more opportunities like this in the future.”

2022 upgrades support the District’s master plans to maintain assets and keep up with community growth

The District of Squamish has committed to investing $50M in 2022 as guided by its master plans, to support the renewal of critical infrastructure and facilities, and the implementation of active transportation, and local climate action plans. District capital projects are funded each year by internal and external sources such as general taxation, utility fees, development cost charges, provisions, reserves, grants and debenture borrowing. In 2022, only $1.5M of capital projects will be funded from general taxation (property taxes). The District’s annual total capital budget over the last three years has averaged $41M per year to keep up with asset management and community growth.

“The District’s investment into the development of master plans over the last decade has positioned us well to prioritize capital spending to meet the needs of our community today and tomorrow,” says District of Squamish Mayor Karen Elliott. “Our 10-year capital plan combined with the master plans also enables us to keep our DCC bylaw up-to-date and achieve significant success in receiving provincial and federal grants, because we have clear priorities and shovel-ready plans.”

Flood Protection

Flood protection upgrades, storm system repairs and replacements are some of the critical infrastructure in focus this year. The flood protection upgrades include a $13.7M investment in the 20km+ dike system which includes the Xwu’nekw Park Sea Dike, Jimmy Jimmy (Judd) Slough Culvert Replacement and dike planning and design in the Siyich’em Reserve/Eagle Viewing Area. Planning and pre-emptive investments into flood protection not only enhance community safety, climate change resiliency and economic stability but also mitigate economic loss as a result of reduced flood damages over time.

Water and Wastewater Infrastructure

Water and wastewater infrastructure will also receive significant investments with $5.5M allocated to water infrastructure including water system repair and replacement and a new water reservoir, and $13M in upgrades to wastewater lift stations and a significant upgrade to the Wastewater Treatment Plant (WWTP). The $10M WWTP project is being funded entirely by Development Cost Charges and Reserves (more information will be available on this project in the coming weeks).

Active Transportation

The District’s Active Transportation improvements will see a $2.4M investment over the next two years in order to continue the efforts of building an intricate network of safe and practical cycling and walking routes throughout Squamish to help increase use, reduce traffic volume and greenhouse gas production, and improve community health. The planned network will contribute significantly to the Community Climate Action Plan’s Big Move 2, to help residents shift beyond the car, and encourage walking and cycling within and between Squamish neighbourhoods and commercial areas in the coming years.

Facilities

The plan to upgrade facilities is also being actioned in 2022 with the Tantalus Road Fire Hall next to be replaced with $6M being invested this year. Construction will begin once the Valleycliffe Fire Hall construction is complete, expected by summer. The fire halls are the first two of three critical facilities required to be replaced with the third one being the Public Works Facility.

Work has already begun on some of the season’s capital projects and construction is expected to continue through the year. Additional information will be provided as needed when impacts to residents are present. Residents can review the capital projects lists via the interactive budget tool at Letstalksquamish.ca/budget-2022.

The community is invited to the Mayor’s Drop-In with members of Council and District of Squamish staff on Wednesday, April 13 from 12 to 1 p.m. at Municipal Hall to learn more about the master planning process, how capital plans are prioritized and funded, as well as major capital projects planned for 2022 including facilities upgrades and the Wastewater Treatment Plant project.
The District of Squamish is seeking community feedback to help inform a new park use program that will make it simple for businesses and non-profit organizations to book and use District park space in Squamish. The program will expand on the temporary program launched in June 2020 to allow businesses and non-profit organizations to operate outdoors in order to meet COVID-19 physical distancing requirements. Two separate surveys for businesses and non-profit organizations are now online at letstalksquamish.ca/park-use-program. The surveys will be open through April 5, 2022.

“Outdoor parks and spaces add vibrancy and opportunities for connection to our community and the demand for municipal park use in Squamish continues to grow,” says District of Squamish Mayor Karen Elliott. “We look forward to building on the success of our temporary park use program by creating a permanent system in order to allow businesses and non-profit organizations to book and use municipal park space with ease. We look forward to hearing from our businesses and non-profit organizations, as well as community members, about their visions for park use in Squamish and how we can spend more time outside together.”

The District is seeking input from:

Park users;
Residents who live near a park;
Businesses or non-profit organizations who used park space through the Temporary Park Use Program;
Business or non-profit organizations who want to use park space; or
Businesses located near a park.

The park use program will allow local businesses and non-profit organizations to offer a range of outdoor programming, events and experiences in District parks including fitness programming, education services, arts and culture experiences, mental health services, family programming and retail pop-ups.

Special events such as concerts, festivals, markets and filming will continue to be processed through a separate application process.

Feedback from the surveys will help to inform recommendations to Council about what should be considered in creating the new park use program.

Survey results will be presented to Council in the Spring of 2022.

The temporary park use program will expire on June 1, 2022.

As we head into week 7 of the transit strike, I know you will share in my disappointment at the lack of progress towards a solution. Transit is a vital lifeline in our community for so many of our residents, and I know this period has presented new challenges at a time when we didn’t think we could absorb any more. The District of Squamish has been absolutely clear that this current situation is hurting citizens and local businesses, and I am frustrated that the parties are not currently talking to one another. Mayor Crompton from Whistler and I have been speaking to media on this situation to keep the pressure on the negotiating parties. And while we are not the employer and so not directly involved in the bargaining process, the regional Mayors are in close contact and we continue to connect with BC Transit, the relevant provincial Ministries and MLA Jordan Sturdy.

To the parties – Unifor Canada and PWTransit – please stay at the bargaining table until you get a deal to end this strike for everyone involved. A negotiated agreement is good for the contractor, the union and our citizens. The longer this strike goes on, the harder it will be for us to grow ridership and continue to grow our transit system to where we want it to be. Everybody loses in the current situation.

In the meantime, I am appreciative of all those who are supporting one another to get around – especially supporting those who are most vulnerable and who have no other means to travel other than on transit.

~ Mayor Karen Elliot.

Updated Single-Use Items Reduction Bylaw bans plastic bags and regulates additional single-use items

District of Squamish Council has adopted amendments to the Single-Use Items Reduction Bylaw that will ban the use of plastic bags in Squamish and regulate additional single-use items including plastic straws, plastic takeout utensils and foam takeout containers. Bylaw enforcement will begin on August 15, 2022 following a six-month period to allow time for the District to provide education to businesses and the community, and also to allow for businesses to exhaust any existing supplies of plastic check out bags and source alternatives to the newly banned items.

“Reducing the use of plastics in our recycling and waste streams will bring major environmental benefits to our community in the form of reduced waste, less ocean plastic and less contamination in our recycling streams,” says District of Squamish Mayor Karen Elliott. “Many businesses have already encouraged the use of reusable items and updating this bylaw will move us closer to reaching our goal of zero waste by 2040 and anticipated changes coming in 2023 from the Provincial and Federal governments on single-use items. This bylaw is aimed at inspiring behavioural shifts amongst all citizens many of us will find it challenging for a while, but the new habits we form will have lasting environmental benefits.”

Under the updated bylaw, the following items are not permitted to be distributed or sold at checkout:

Plastic checkout bags
Plastic utensils
Plastic straws
Polystyrene foam takeout containers
Plastic stir sticks

Exemptions to the bylaw include the provision of plastic or paper bags to package items such as loose bulk and hardware items, frozen foods such as meat, and prescription drugs. For a full list of exemptions visit squamish.ca/reduce-single-use.

How we got here:

In 2019, District of Squamish Council adopted a new Single-Use Item Bylaw in an effort to reduce single-use checkout bags and plastic straws. The Bylaw required all Squamish businesses to ask customers whether a bag is needed at the time of purchase, and to sell any plastic, paper or reusable checkout bags to the customer according to an escalating fee schedule based on the estimated emissions impact of each bag type.

In July 2021, the BC Ministry of Environment and Climate Change Strategy released a Ministerial Order to outline how a Municipality may regulate four types of single-use items: checkout bags, plastic straws, plastic takeout utensils and foam takeout containers. These latest amendments to the Single-Use Item Bylaw were drafted in alignment with this Ministerial Order. Federal restrictions to prohibit or restrict some single-use plastic items are anticipated to be introduced. Provincial legislation is also expected in 2023. The federal regulations are expected to add more items to the list and make it easier for businesses by preventing the sale of banned items.

Accessible Straws

Plastic single-use straws will always be made available to those who require them for health, medical or disability reasons. A plastic, bendable straw must be provided by the business in this case upon request by any customer.

What residents can do:

Bring reusable bags to the grocery store, shopping mall, market and all other shopping destinations;
Carry a portable convenience kit including a beverage cup, straw and cutlery;
Keep a stash of reusable bags in the car, or in your bike bag;
Reuse paper bags within the home, such as for keeping food fresh, lining organics bins or wrapping and freeze food waste until collection day.
Download the Squamish Curbside App (for iOS and Android) for weekly recycling and Zero Waste Tips.

District of Squamish receives internship opportunity to begin circular economy work with local textiles sector

The District of Squamish has recently unveiled a draft Circular Economy Roadmap that aims to support economic prosperity while reducing environmental impacts in Squamish. The framework aligns with Council’s Strategic Plan to act on climate change and the Zero Waste Strategy, and offers a sustainable alternative to the current linear economic model which results in a ‘throw-away’ ending for many products and materials.

A circular economy aims to keep products, components, and materials at their highest utility or value by eliminating waste and promoting the continual use of resources.

“Fostering a circular economy in Squamish is a crucial step in our efforts towards achieving a zero-emission and zero waste community, and I’m excited to see this work build momentum,” says District of Squamish Mayor Karen Elliott. “The circular economy model helps us design out waste through reducing, reusing, repairing, and recycling materials, while also creating a stronger, more resilient and climate-friendly local economy.”

In 2022, the District aims to set the foundations to sustain an ongoing circular economy in Squamish which will include education and engagement with local industries. Through the recently released Roadmap, the District identified three areas of focus to initiate discovery research; the built environment, food systems and textiles. The District has received funding for an intern valued at $12.5k from the Mitacs Business Strategy Internship program to aid in the initial discovery work and will focus on the establishment of a circular economy in the textiles sector over the next six months.

The Roadmap, in its draft form, was introduced by the District of Squamish at a November workshop during which more than 50 business, government, education and training providers, and non-profit sector leaders participated. Participants heard firsthand from circular economy experts on global and regional trends and strategies. Participants were then invited to discuss opportunities in the community for circularity within Squamish sectors. A recording of the session is available on the District website along with a workshop summary report.

View the draft roadmap and learn more about the Circular Economy initiative at squamish.ca/squamish-circular-economy.

The District of Squamish is once again calling on local artists who would like to see their artwork featured on the streets of Squamish. The District has announced the Squamish 2022 Street Banner Project which will see a series of artist-designed banners on streetlight poles located in Downtown Squamish, Garibaldi Estates, Tantalus Road, and Brennan Park Recreation Centre. A public call for submissions was launched by the Squamish Arts Council, and both Squamish and Squamish Nation artists specializing in any media are encouraged to apply. The deadline for submissions is March 21, 2022.

“Our street banners add vibrancy and energy to our local streetscapes while their imagery often offers a reflection of our community and its spirit,” says District of Squamish Mayor Karen Elliott. “Squamish is fortunate to have such a vastly talented artistic community and we are grateful to have the opportunity to use this type of medium to showcase their artwork to locals and visitors alike.”

This is the first public call for submissions by the Squamish Arts Council for the Squamish Street Banner Project which was previously headed by the District of Squamish Public Art Select Committee which completed its mandate in 2020. The winner from the previous call in 2016, Sarah Syms, saw her bright and bold interpretations of Howe Sound, Stawamus Chief and the Squamish River line the streets of Squamish and bolster the town’s streetscape for over four years.

 “Street banners create a sense of community pride and give us the opportunity to highlight the extensive local art scene that thrives here,” says Katherine Kunze of the Squamish Arts Council. “Squamish is a place unlike any other and we are looking for banner submissions that highlight the unique community that we’re all so lucky to belong to.”

Submissions for the Squamish 2022 Street Banner project will be reviewed by members of the Squamish Arts Council and will be judged based on originality, character and artistic merit. The successful artist not only receives a $2000 prize, but will also have the opportunity to work directly with the printing company to implement their design. This will allow for quality control on all parts of the reproduction and printing process.
