<div>Council gave a first and second reading of the zoning amendment bylaw related to the addition of the Campbell Street Neighbourhood Comprehensive Development Zone (CSN). Staff were authorized to schedule a Public Hearing.</div>

<h6>Temporary-Use Permit &#8211; 1141 Pacific Rim Highway</h6>
<div>Council approved a renewal of the temporary-use permit for 1141 Pacific Rim Highway for another three years to permit the operation of a 32-site residential campground.</div>

<p><strong>Save the date for the return of the annual egg hunt on Saturday, April 16, 2022, from 10 AM to 1 PM.</strong></p>
<p>The event will begin at <strong>Centennial Park at 10 AM</strong> sharp. There will be various activities for all ages at the Community Hall, including face painting, an obstacle course and a colouring contest.</p>
<p>&nbsp;</p>
<p><strong>Children Aged 5+ </strong>can participate in the main egg hunt.</p>
<p>Kids will collect three eggs in total – one red, one blue, and one yellow. These eggs can then be brought to the “chocolate table” to trade in for their chocolates. Eggs will be hidden around the Tofino Community Hall and Tofino Bike Park; boundaries will be clearly marked.</p>
<p>&nbsp;</p>
<p><strong>Children Under 5</strong></p>
<p>The grassy knoll outside the community hall will also have hidden eggs. This area is specific to children four years and younger.</p>

<p>Upgrades to Tofino’s Multi-Use Path (MUP) between Olsen Road and Gibson Street will begin in mid-April 2022. The upgrades are anticipated to be complete within an 8-week construction period.</p>
<p>&nbsp;</p>
<p><strong>What is happening?</strong></p>
<p>The redevelopment of Tofino’s MUP from Olsen Road to Gibson Street will see the completion of badly needed infrastructure and safety improvements through the construction of 430 lineal metres of separated, multi-use path as well as the construction of a multi-modal transportation node. This will include a transit stop and associated public realm amenities to support both the Tofino Free Summer Shuttle as well as the new incoming regional BC Transit service, bicycle parking, a limited number of on-street parking spaces, as well as conflict paint at driveway crossings.</p>

<p>Mayor Law spoke again to the ongoing devastation in Ukraine and emphasized the importance of good government. He affirmed the responsibility of Council is to look after the well-being, health and safety of residents.</p>
<p>Mayor Law gave an update on the working group for dispersed camping. He is looking forward to solutions to improve issues in the backcountry. He encouraged residents to be responsible and take care of the backcountry.</p>

<p>The Director of Infrastructure and Public Works is a member of the senior management team, reporting to the Chief Administrative Officer. As Director you will be responsible for existing and future infrastructure, capital projects, public utilities and field operations for the District. This position will oversee the Public Works Superintendent and the Infrastructure &amp; Assets Manager. Specifics include, determining departmental priorities, ensuring operational requirements are met, stakeholder engagement, and preparation of annual budgets. As part of your portfolio, you will work effectively with District employees, consultants, contractors, government officials and the public.</p>
<p>Ideally you are a PEng or a CET with 8 to 10 years in a senior leadership role experienced in water, sewer, roads, parks, infrastructure design, construction, operations, and maintenance within a municipal or consulting firm setting. Experienced at working with external consultants, you are a big picture leader, practical problem solver, deal effectively with competing priorities and are highly respected for your ability to work well under pressure. You are known for your ability to execute and deliver results. You have experience managing diverse teams in a unionized environment and well respected for your professionalism, commitment, and passion in your leadership role. You hold your staff accountable, yet you are realistic. Your impeccable people skills are your trademark, and you deal effectively with all levels of internal and external clients and staff.</p>

<p>Mayor Law gave an update on recent meetings with the ACRD Dispersed Camping working group. He spoke to initiatives regarding targeted education in the upcoming weeks.</p>

<p>Council heard from Hasheukumiss (Richard George), Hereditary Chief, and Tom Paul, Maaqutusiis Hahoulthee Stewardship Society (MHSS) who gave a presentation on alcohol resales and the harms in the community. The Ahousaht First Nation has sought legal advice on how to prohibit and limit bootlegging as there is currently no provincial law or local bylaw prohibiting buying large volumes of alcohol (liquor). The presentation included a request for Council to investigate bylaw regulations to limit hard alcohol sales to two bottles per person.</p>
<p>Marcie DeWitt of the Alberni-Clayoquot Health Network gave a presentation on the Poverty Reduction Action Plan. The organization looks at building equity by addressing sustainable development goals. The presentation included protective factors to support community members in poverty as well as clear pathways out of poverty by addressing systemic inequalities.</p>

<h6>Presentation and Reports</h6>
<p><strong>Temporary-Use Permit application &#8211; #1-671 Industrial Way (Daylight Cannabis)&nbsp;</strong><br>
Council approved a renewal of the temporary-use permit for Daylight Cannabis for another three years. Staff provided information on the public notice period and the need for the business to find an alternative location over the course of the three-year renewal.</p>
<p><strong>Zoning Amendment Bylaw No. 1287, 2020</strong><br>
Council heard the third reading of the zoning amendment bylaw related to shipping containers. Staff reviewed the public hearing waiver and the need for a streamlined application process for acquiring a building permit for a shipping container.</p>
<p><strong>Zoning Amendment Bylaw No. 1296, 2020</strong><br>
Council gave a third reading of the zoning amendment bylaw that would facilitate the subdivision of the foreshore lease at The Shore building at 386 Main St. Staff also reviewed the legal agreement requested by Council, which included a Statutory Right of Way (SROW) and a no-build clause to prohibit further building on the land following subdivision.</p>
<p><strong>Community Recreation Facility</strong><br>
Council heard an update on the Community Recreation Facility project. Staff outlined the project&#8217;s place in the Strategic Plan and reviewed the financial impacts on the 2022-2026 Budget. The Class B redesign involves minor changes for energy efficiency but also makes the project eligible for the Green and Inclusive Community Building (GICB) grant. The projected start time of the building process is 2024.</p>

<h6>The West Coast is leading the way with action on plastics as Tofino becomes the first municipality in British Columbia to ban single-use plastic utensils, including spoons, forks, knives, chopsticks and stir sticks.</h6>
<p>In the fall of 2019, Surfrider Pacific Rim launched the <a href="https://www.pacificrim.surfrider.org/cut-the-cutlery" target="_blank" rel="noopener">Cut the Cutlery campaign</a> to eliminate plastic and bioplastic cutlery. The campaign focused on building community compliance while working collaboratively with the District of Tofino and the District of Ucluelet to amend existing bylaws to include single-use plastic utensils.</p>
<p>On February 22, 2022, the District of Tofino Council adopted the <a href="https://tofino.civicweb.net/document/94683" target="_blank" rel="noopener">Single-Use Item Regulation Amendment Bylaw 1277.01, 2022</a>. This amendment added plastic utensils to the already banned single-use items, including polystyrene takeaway containers, plastic straws and checkout bags. The amendment gives businesses a transition period of six months before enforcement of the newly banned items begins on August 22, 2022.</p>
<p><strong>Why did Surfrider focus on cutlery?</strong></p>
<p>Plastic cutlery cannot be processed at most recycling facilities and therefore ends up in landfills.<br>
Plastic cutlery is commonly collected during beach and park cleanups.<br>
Bioplastic cannot be composted on the west coast.<br>
Studies show that bioplastic does not readily break down in the marine environment and poses similar environmental threats as conventional fossil-based plastics.</p>

<p>The Single-Use Item Regulation Bylaw aims to reduce single-use plastic waste in our communities, landfill and marine environment and mitigate the greenhouse gas emissions associated with plastic production and usage.</p>

Surfrider has actively engaged the business community and residents by encouraging participation in reducing the use of plastic utensils, and now we can support implementing this change. I hope we can continue to take steps to protect the environment now and into the future.”</p>

<p>In September 2021, Surfrider Pacific Rim reported that all 60 <a href="https://www.pacificrim.surfrider.org/ocean-friendly-busines" target="_blank" rel="noopener">Ocean Friendly Businesses</a> in Tofino and Ucluelet supported the ban on plastic utensils, with 44 businesses already in compliance. The District of Tofino will continue to work alongside Surfrider Pacific Rim to provide community awareness, assist businesses in their transitions and offer recommendations on approved alternatives from single-use plastics.</p>
<p>The District of Ucluelet is close behind, with adoption of the amended Single-Use Item Regulation Bylaw anticipated in the coming weeks.</p>
